After 12th, starting your preparation is the perfect time to cover all subjects in detail and with proper knowledge. UPSC conducts the Civil Services Examination (CSE) to recruit suitable candidates for IAS IPS, IFS, and other allied services. These exams are conducted in 3 modes- pre, Mains and interview
To crack this exam :
Understand the UPSC pattern and procedure first. Go through the UPSC syllabus thoroughly. Start reading a few books and watch video lectures online for a few basic subjects like polity, history, geography, etc. Read the newspaper regularly.

It depends on your subjects in 12th, if you are from commerce stream you can get into some internship which can be paid also but as far for Science and arts students there are very few places where you can get internship based on your subjects, but still you can get internship in management field or corporate sector but chances are very low to get an internship that will be worth it so I'll suggest you to go for higher studies as well. Good Luck.
