1-Identify the need. What certification course do you want to start? Why do you think there is a need for it? Who is your target audience? Once you have a good understanding of the need for your course, you can start to develop it.
2-Research the market. What other certification courses are available in the same field? What are their strengths and weaknesses? How can you make your course better?
