Degree certificate will be provided to you after you clear all your subjects from the university. It would either be send to you by post or you would be notified to collect it from your college.

If that document is required for submitting at the time of verification, then unfortunately you have no other option. You would have to get it at the earliest. It's not very complicated to get a medical certificate from a registered doctor.
