This will be decided by the university, generally waivers are not given by Canadian universities but if your overall profile is good they may or at max can offer you a bridge course in English. I will really advise you to check with the universities directly.

Migration certificate is issued by the university after finishing university examination. You are requested to approach the registrar of your university from where you did PG with the request to issue the migration certificate.
