Your home state will be the state where you belongs to information of home state is given is your permanent residential certificate. Or voter ID. It doesn't matter where you completed your school study.

You shall not be allowed to do Two Regular Mode Courses from Two different Institutions. But it seems possible that with one Main Degree you can pursue some Certificate Course/short Term course through Evening Classes at other institution or in the Same Institution as well. These Certificate Courses can be of Foreign Languages or Reasoning, etc.

Yes you definitely need a gap certificate when you go to take admission in any college.
You have to mention in that certificate about any other course or any other diploma you have done in that particular year.
Gap year is basucally kept for the record purpose of the student.

Yes, you can definitely study for your graduation and certificate course simultaneously. Many students do that even I did that. Just see to it that your certificate course does not overlap with your normal college timing as attendance in both the cases matters.
