You expected JEE Main AIR is about 307633. You are not eligible for IITs, NITs and CFTIs because of 12th marks. However you can get some state and private engineering colleges. So please try out the Engineering colleges of yours home state you belongs.

LDCE offers the following Post diploma degree courses (PDDC) in the part-time mode as under:
1. Civil Engineering
2. Electrical Engineering
3. Electronics & Communication Engineering
4. Mechanical Engineering
So from above BE Chemical, part-time course is not available at LDCE.

No, you cannot be eligible for NIT Surat in chemical engineering. As you have an low score in Mains. You should now focus on April Mains exams and score good marks to get NIT Surat.

Eligibility Criteria (Qualifying Exam)
Pass with 60% aggregate marks in Diploma (Engineering.) (any stream) 3 years after 10th or 2 yrs. after 10+2(Non-Medical) or B.Sc.(Non-Medical) or B.Sc. (Hons.) Chemistry or equivalent, subject to qualifying LPUNEST.
(5% relaxation to North East states and Sikkim candidates/ Defence Personnel and their Dependents/ Wards of Kashmiri Migrants)
(10% relaxation to outstanding Sports Persons (i.e. A/A+ category as per Sports Scholarship), Subject to verification from Selection committee* of the University)
