You must look up for the list of colleges of Delhi and Mumbai that are of your interest, and check if they have got any entrance exam for further level of studies that you wish to pursue. If not, you may have to go through the minimum eligibility criteria specified by that university. Eg. IIT Bombay has got a course of M.Sc Chemistry to offer, but needs an entrance exam and a minimum eligibility criteria for admissions. Browse and filter out the list of universities and check your eligibility criteria fitness into them.

I am afraid, it's not feasible. One needs to have studied the subject of M.A. In graduation to be eligible for admission in PG. The main employers of chemistry graduates are in the chemical and related industries, such as:
-Agrochemicals
-Metallurgical

After B.Sc. Chemistry, I would suggest either pursuing MBA for good jobs or PG Diploma in either Plastic Processing or Plastic Packaging. Both are equally good option and high in demand. If you will do PG in either course through CIPET or IIPT you will be able to earn 18k as a fresher with ample opportunities for promotions and raise.
