It depends on what do you want to do. Civil Engineering is a really broad term. If what you are referring is site engineering, then most likely you would not be need any programming language. Just a basic excel and maybe a little knowledge on Autocad would be enough
But if you intend to specialize say on hydrostructures and you will have to work with some set of problems that cannot be solved analytically. Then you would need an alternative method like FEM. Yes, you can do a B.Tech programme in any of the states after completing a Diploma in civil engineering. You can get admission in the B.Tech through a lateral entry programme.

Both the courses are equally good and have good job opportunities. Both are core branches of engineering. Lots of opportunities being created in this sector. Both of these have a great scope, provided you have interest, aptitude, frame of mind, temperament, passion, personality traits that align with your aspirations in any of these.
