In IAS, you should choose public administration because for a management student, this subject is very simple. Don't choose management because it is very lengthy and tough.

Yes, of course, this will help you in IAS and you should take optional subject as history and political science.

It is a good habit to read reputed newspapers including Times of India & Economics Times to build your knowledge on current affairs. You are advised to critically read editorial page and develop your own dependent views on important national & international current topics to crack PCS and civil services examinations.

As you are in the first year of engineering, I want to give you some tips.
Now don't neglect your first 5 semesters because the marks obtained in 5 semesters will decide your overall CGPA. To become a collector you have to become an IAS by clearing the civil services exam conducted by UPSC.
In the third year of your B.Tech, if you have a very good CGPA, then you can start reading Polity by Lakshmikanth book, it's about Indian constitution then slowly increase your level of preparation. The success rate for IAS is very low. If you neglect your engineering and if you don't get IAS, then your career will be in risk.
Good luck.

Dear Mohit,
A slightly confusing question. You must complete your Bachelors to pursue your Masters. LSE is extremely competitive so please work hard on your academics. As far as I know IAS exams have age limits, please keep a check on this and prepare accordingly. Having a degree from LSE plus the IAS clearance will give you a career boost no doubt.

Subjects will be same in prelims for all. You have to choose an optional subject for your Mains exam. Thus, if you are asking about the optional subject then I would suggest you to go for sociology and public administration.

After completing B.Com you can appear for civil services examination, you don't need to pursue any other course. You are advised to do self-assessment or ask your teachers for the same to check your readiness to appear for civil services examination, and if there are gaps, you may take external help in the form of coaching to crack civil services examinations
