Following is the process of becoming IAS officer:
(a) You can appear for the Civil Services Examination conducted by UPSC. Any graduate is eligible to appear for civil services examination. The topper of examination becomes IAS. It is the most competitive exam and requires academic brilliance to become IAS.
(b) You can appear for PSC examination conducted by various State Public Services Commission. Any graduate is eligible to appear for PSC Examination. PSC officers are eligible to become IAS after few years of experience and promotions.

You have to appear for Civil Services Examination conducted by UPSC to join Indian Police Services. Eligibility criteria for Civil Services Examination is graduation degree. You may do graduation in any subject of your choice to become eligible for Civil Services Examination. It is one of the toughest examinations in India. You have to achieve overall acedmic excellence to achieve your goal.

Start by reading The Hindu newspaper. Make short notes from it and remember all the key concepts. Then for general knowledge opt for Lucent's general knowledge. Whatever you study, make your own notes. Then join any good coaching institute so that you will get guidance about how to go about. Then you will become fluent in English.

It is an UPSC level exam, which is conducted every year. You need to enroll through the official UPSC website, when the announcement is made.
