BCA is Bachelor's in Computer Application. So ofcourse it is a Bachelor or graduation degree. And you are eligible for all the graduation level exams after BCA

Allthough both B.Com and BA Economics are equally good branches, you may prefer Economics over Comemerce fir Civil Services examination. Study of Economics will help you as a Civil Servant also.

After pursuing BA in Hindi, you can take up a job as a pedagogue. The number of schools and educational institutions are rising in India. This has created a lot of vacancies for teachers in Hindi. If you are interested in law and economics then opt B.A. and prepare yourself for UPSC.Since you are interested in this field you will definitely excel.But you have taken 3 years leave,it would be somewhat difficult for you to backup but don't loose hope.Give your best.Try to understand the concepts of syllabus of UPSC and then march towards your goal.

I doubt whether there are any separate coaching institutes for IPS. The coaching institutes teach for the basic UPSC exam . Now a days there are many online coaching facilities also. Try http://www.wiziq.com/courses for such courses.
