You start preparing from first year. You can join any offline / online coaching if required. The preparation for UPSC CSE can be used for various PCS exam ( forest officer exams ). Continuous preparation of 3-5 year is enough to qualify this exam. Best wishes.

UPSC IPS can be given after graduation. After 12th UPSC/ other exam you can appear are -
- UPSC NDA
- SSC CHSL
- SSC MS
- Railway exams
- other Indian Army exams
One good option could be to crack SSC exams and then prepare for UPSC IPS along with job.
