Yes, you are eligible to appear for the UPSC exam. Tattoos are allowed, but it would be inappropriate. As long as the tattoos are not vulgar, or they are of religious significance, they would be not be disallowed per se, but they might be looked down upon.

There is no need to take any specific group in intermediate to become an IAS officer. You can pursue any stream of your interest in your Intermediate. Candidates who have passed Bachelor's degree course in any discipline from a recognised university are eligible to apply for IAS examination.

UPSC doesn't specify any particular degree to apply for civil services. So choose a degree based on your interest. You can also pursue a degree which matches with the optional subject.

Hi,
First of all you should be well aware of the IAS syllabus which you can have at UPSC portal. You have to daily read at least 2 or 3 newspapers one of which should be an English newspaper. You need to make time table for your study. Regarding books you can consult with NCERT (class 9th-class 12th) for basic knowledge and other can be viewed at UPSC portal.
