If you hv completed 18 years, you may choose to take up a diploma first as the courses are less expensive in comparison to degrees, once you complete after 2 yrs, you can apply for PR and then go for completion of degree. Check here for courses.

There are couple of options available. After seeing your marks in 12th, you can opt for CA study or go for IAS exams. For commerce students, these days IAS is very good option.

If you mean software learning, yes you can do it as computer programming can be done by anyone. it might not be possible for you to take a degree like bca without maths but languages like C++,JAVA, Python etc can be learnt.
For hardware too, you may be allowed to take diplomas.
