Hello Rajendra Prasad.
The fees of government colleges will vary from Rs. 11,659 to Rs. 1,10,000 for the entire course. However, fees for mass communication courses offered by private universities will vary from Rs. 2.5 to Rs. 3.5 lakh for the entire course.

You can join B.Ed, but if you want to do this course with job, you have an option for that.
This is an Open University established by an act of legislature for benefit of students who are not in a position to attend regular college. It seems that the university indeed is offering single subject Bachelor's degree. But, then many universities across India also offer single subject BA. Do don't worry.
