You are eligible to apply for the course for sure. The condition either is 50% or 45% just to be eligible to apply. The concerned college might be having a high Merit List when all applications are compared, but with 68% you certainly do not need to worry about your eligibility.

It is suggested that you visit the college and enquire about this issue. If your form isn't forwarded or something they might fix the problem. If the form was case specific then yes, there can be a problem.
