The Nalanda Open University was established on March 1987 by an Ordinance, promulgated by the Government of Bihar.The University is recognized by the Distance Education Council (DEC), University Grants Commission (UGC), and Ministry of HRD, Government of India for imparting education through distance mode.
So, the degrees offered by NOU is valid everywhere in India for Government & Private Jobs.

Your rank is less but yes you can try for the NITs there are less chances for admission in NIT, but you might get a seat in CSAB special spot round.

Eligibility : B.Sc. with Hons. in the subject concerned with minimum 45% of marks or 55% marks as a subsidiary subject or as a subject in pass course or in an allied subject. Preference will be given to those having passed with subject as a hons subject/major subject/core course.
The admission in M.Sc will be taken on the basis of marks in Bachelor degree or performance in PET/H entrance test.
The 80% of seats are reserved for students of Patna University while 20% are open seats. hence you have to come through the 20% open seats.
