Both are good but interest matters both the subjects has same scope. Listen your inner voice. And look at in which field job you are want to see yourself.

First of all Tula's is not a university. It is a college and provide degree from, Uttarakhand Technical University and many other universities for various courses provided. And, yes if that stream is applicable in civil services .College does not matter as Tula's is approved by AICTE.
