It purely depends on what type of course you want to pursue in art stream like cut off for colleges like Miranda house go as low as 82% and further for some categories in courses like BA honors in sociology. It also depends on how long you wait as you might even get other courses in 4th or 5th cut-off.

The general criteria for best 4 calculation is that you must add one language and 3 academic subjects from list A. So, if in place of maths, you wish to add any subject like physical education or music then there would be a deduction of 2.5% from your total percentage after calculating the best fours. And yes, you might get admission in English honors in colleges like Bharti College and others affiliated with DU and might even get in Sri Guru Nanak Dev Khalsa if you wait for the 5th or 6th cut-off.

Political Science is one of the top ten courses in Delhi University and however, your percentage will have a deduction of 5% as you are choosing to change your stream, which would make it dramatically low. Still, if you belong to SC / ST or some other category and choose to wait until the 8th or 9th round of the cutoff, you may get lucky and get the admission.
