My eligibility state is Delhi and Native state Bihar from where OBC certificate Issueed can get obc Quota in DTU/NSTU.

You can get your OBC certificate only from Bihar because for getting OBC certificate, you need various other certificates. State eligibility just depends on from where you have given your class 12th.

Yes, you will be eligible to get admission in IIT at the age of 16. But, you need to complete your board exam and qualify the IIT JEE Advance exam also. Best of luck.

As your rank in JEE Mains exam is 87535, so it will be very difficult to get a seat in DTU in first, second or third round. But, you may get a seat in spot round counselling. So, participate in the counselling accordingly. Best of luck.
