Delhi University doesn't offer Master of Journalism and Mass Communication. DU offers only undergraduate course i.e. BJMC in a few colleges. For MJMC, you can go to GGSIPU, Jamia, JNU, etc.

DTU is a government college before 2009, it used to come under Delhi University but after 2009 it was converted into University and name was changed to Delhi Technological University and it is a government body. Yes any general category student can take admission in DTU on the basis of JEE Mains examination and JAC Delhi counselling.
