Hello Kavitha,
BA done from any recognised university is normally valid across all universities for further studies. I am sure you must have done your BA from open but UGC recognised university only. Hence you are eligible to pursue MA from IGNOU.

You need to apply through OUAC for University of Toronto and Waterloo while UBC has a separate application. IELTS or TOEFL can be taken by December or earlier to make sure your application is complete. Try and complete your applications with all 3 universities before December 1st week in order to meet early applications/financial deadlines.

DTU always have been helpful towards needy students. DTU gives a lot of student fees concession, but that is based upon you family annual income. For the current year, 2018-19 the Maximum annual income should not be more than INR. 4.5lakh to apply for fees concession. You basically have to produce an income Tax Return receipt for that. Moreover, you can also get scholarship though government portal scholarship. Com and after filing online form you have to submit it offline to DTU then you get you money.

Firstly, you have to pass you class 12th with PCM. Admission to DTU is done on the basis of JEE Mains examination. So, firstly you have to appear for it then get marks beyond cutoff then apply for JAC-Delhi Counselling and fill DTU branches, as your priority.
