No, you can't apply those course, you have not mentioned in your form. There are clear instructions regarding the admission form. It is a huge mistake that cannot be reversed.

IGNOU is the university established to impart distance education. There is no cap on maximum number of students, who can be admitted. If you have obtained minimum marks, then you are eligible. Just download application form and start off.

You have got a nice rank in BBA CET exam. So, you can easily get admission in the top IPU affiliated colleges but for that, you should keep looking up for the counselling. It also depends that you are from Delhi or Outside Delhi? The colleges that you might get are JIMS Rohini, VIPS Pitampura, etc.
