Yes. Write a police complaint and file a case stating you have lost the certificate and need duplicate to pursue higher studies. They will definitely give you an acknowledgement and you can give it in the institute from which you need a migration certificate and they will have to give you a duplicate certificate.

Transfer from college to college or university to university is possible. The procedure for Transfer from one College to another: 1) A student desirous of transfer from one College to another shall apply to the Registrar in the prescribed manner for permission for such transfer.
