If you are not keen interested in computer languages, I don't recommend B.Tech in CSE or IT because in today's world there is a huge crowd of students in CSE and in near future there will be very tough competition in IT field.
So, think twice before taking CSE or IT.

Yes you can get NIT Hamirpur. You might not get CSE but you can get Electrical, Chemical and Civil here. The cut-offs for those were in between 16000 to 24000 category rank for other state. If your AIR is 21600 then your category rank should be around 16000. Also, yes NIT Hamirpur is better than NIT Silchar and NIT Srinagar, based on the Times of India rankings.
