Hello Rahul,
For admission into IISc a student has to clear JEE Mains. Normally window of only two years is available to have passed 12th. Like for this year, student should have passed 12th in 2016 or 2017. Some other finer details are available on website.

If you are interested in computer science engineering then go for CUSAT otherwise you should settle will electrical at HBTI. Both colleges have almost similar reputation.

Yes. On 25th may newly appointed Vice chairman of HBTU announced that there will be no reservation for outside candidate of UP,all seats are filled by UP candidates.
