You have to enquire the cancellation policy followed by the university.
Fee Refund Policy
If a student chooses to withdraw from the programme of study in which he/she is enrolled, the institution follows the following five-tier system for the refund of fees remitted by the student (As per UGC/AICTE rules).
100% - 15 days or more before the formally notified last date of admission.
90% - Less than 15 days before the formally notified last date of admission.
80 % - 15 days or less after the formally notified last date of admission.
50% - 30 days or less, but more than 15 days, after formally-notified last date of admission.
00% - More than 30

This is somethings that we do not have clarity on. In some sections of the internet and media, it claims that the UGC expert committee had agreed to allow students to opt for one regular and another distance or correspondence Bachelor's program in 2013. But there is other news that says in 2016 UGC did not allow students to take two Bachelor's programs. So I would suggest you contact your university or college and discuss your dilemma. If the college or university has no issue then you can pursue it without any problem.

Hi, You can take admission in the University of Delhi and withdraw your admission from the CCS university, and about the fees you have submitted may be refunded as per the guidelines of the concerned college.

See 2573 is a good rank but that will not get you admission in vips but I do not understand why you all are after vips there are many other good colleges like jims trinity and tecnia. You should go for them. Thank you.
