Hello Kamal,
PGDM means Post Graduate Diploma in Management. Mainly, PGDM is a graduate Diploma degree i.e. Diploma degree after graduation. It is not equivalent to Master's degree. So, you have to complete your Master's degree, i.e. MBA, then you will be eligible for UGC NET exam.
The eligibility criteria for UGC NET exam is 55% or above marks in Master's degree from a recognized university. You have to get 55% and above marks in your MBA.
Since, you have done PGDM, so you can take direct admission in 2nd year MBA through lateral entry. In this case, the MBA will be of 1 year for you.

Dear Vijay Kumar,
Is it meant for affiliations? First of all, does IIBM do it to provide affiliations? If so, check out with the procedure and other infrastructural arrangements over there. If it offers, you have to go for procedural adjustments with them. Moreover, IIBM is one of the good institution.
All the best.
