Hi Aman,
You have to apply first by filling up the online application form and pay the admission fees. And wait till the Merit List is published. If you find your name there then follow the instructions for admission. If you don't then wait for 2nd list (if there any).
The eligibility criteria to apply for this course is as follows:
You have to have English in your 12. And you have to have 60% in aggregate.

There should be information regarding scholarship in the website of the college. Please do follow it. You can also contact the college office.
Also. you can look for govt. as well as private scholarships for college students.

You asked the question way back in last year's June. It is really unfortunate that you didn't get any answer. I wasn't there at that time.
Anyway, the cut off for reserved categories' applicants are never disclosed. It's a mystery. I hope you already saw it.

Placements: Placements of our batch were pretty good. 70-80% are already placed and still, companies are coming for campus placements. Marketing has the highest placement percentage this time. Almost 95% students are placed. Telecom, FMCG, electronics, hospitals, banks, financing etc are few sectors from where companies visited for campus placement. Roles offered by them are management trainee, assistant managers, relationship managers etc.

As per your marks, you cannot get admitted to the institutions you mentioned. But, as per previous year trends, you cannot get admitted into IIEST or BIT, Mesra.

It is very difficult to compare these two colleges. I think fee may be deciding factor. BIT Mesra has slightly high fee than pursue Rourkela. Campus of pursue Rourkela is larger than BIT Mesra. Placement wise BIT will win the battle. But these days BIT is facing placement problems but you will be placed for sure. Coming to brand name, I will rate both the colleges equally. Another factor may be distance from your home city.
