Please elaborate your question for better assistance, your nephew wants to change college in the second year? College change or university change after first year is completely dependent on college and university norms, some university allow it and some won't, plus you need to have good scores in first year to apply for the same. There is no NRI quota in CMC all admissions are only on NEET merit and interview.
There are seats reserved for Christians.

All the programmes of study offered by the Directorate of Distance Education of Annamalai University have the approval of the Distance Education Council, New Delhi. The Directorate is introducing B.Ed programme through distance education mode from the year 2008-09 with the approval of National Council for Teacher Education, New Delhi.
Regarding MCI, no information is mentioned.

CMC is coming under a national eligibility test. They used to conduct their own entrance before that. For general category the score goes as high as 600/720. In OBC category you may expect around 550.
