In what degree you want B.A. In computer Science or B.Sc. In computer Science? B.A. In computer Science varies from Rs 10000 to 2 Lacs.
Where as B.Sc. In computer Science fee varies from Rs
1 Lacs to 7 Lacs. So if you for your information government college quite reasonable as compared to private. If you want know fee structure about specific colleges then mention there names to know.

It totally depends on how much can you can afford. The on-campus placement is more or less similar and off-Campus doesn't care about your college and care only about skills. So get into a college where you can develop your skills on your own. About the learning experience, I can say that the CS E. Department in JGEC is very good.
