Hi,
To get a good college for CSE or any other engineering branch, you are advised to appear for the exams like JEE, VIT, BITSAT, SRM, etc. in addition to your board exams. These are some of the national level institutions that had a good ranking and offer better education when compared to other universities.
If you want to opt for CSE, you just try to clear JEE main and advanced to get IIT Bombay as it is the no. 1 institution for CSE and yes you can study any course in any IIT.
Then if you write BITSAT, you can get BITS, Pilani which is the best among the private universities and is after IITs which is best for all the courses and CSE

Firstly in both branches you will learn programming and coding. And there are few engineers which are real programmers who knows about software designing. Just learn programming from CSE or I.T and you will be placed even if you learn it at home without any degree, only your resume and knowledge will be enough to get you placed. And as I usually say we live in a world where technology run in our veins, so you will never be jobless if you're interested in it and willing to do hard work.Good Luck
