6.6 CGPA is a not a very good score to apply into a MS Computer Science program in Canada. Around 75% is required. Additionally, a very strong research oriented profile is required. You can check this link and check the requirements and apply to universities that match closely with your profile:

It's good to dream and dream big. Yes, it's a good idea to do graduation in Germany. Be advised that academic standards there are of very high order. I hope you have this in your 10th / 12th.
