Sorry, but I don't know exactly about MCA, but yes they take students on the basis of their percentage in bachelor's or through their rank in competitive exams of MCA .

If you do it from university of Delhi, then your fee will be 30 to 40 thousand and if you do it from IP University, then your fee will be around INR. 2 to 3 Lacs.

The eligibility criteria for VIT is that a candidate must score at least 70% in +2 of the candidate belongs to general category, and 65% if they belong to reserved category. You can join an institute to learn Android Development. It's a good idea only if you're interested in development. Make sure that you select a recognised and certified institute so the completion certificate of the course will hold some value.

Yes, you can become a mobile application developer. There's no course which teaches mobile development. You can get yourself into IT courses like B.Tech, BCA and get a good understanding of programming languages and then start learning application development from there.
