If your aim is clear that you have to become a IAS then don't go for engineering as it takes 4 years to complete with too much study load. Whereas B.A will complete in 3 years and you can freely prepare for UPSC exam alongwith the degree.

Your degree is not mentioned. But, whenever you plan for MS your Masters should have some relevance to your Bachelors.

A degree course is usually 3 to 4 years long course conferred by a UGC-recognised university, after the completion of a course. An institute cannot confer a degree. A Diploma is a short-term course, lasting 1 or 2 years, and is not necessarily given by a university. It could be conducted by an institute or Polytechnic as well.
