You cannot get immediate B.Com degree. It takes some years. And above that be careful when you take admission from the specific university. They have some issues with UGC regulations.

Since you don't have any Bachelor's background in Hindi it's hard to say. I would suggest IGNOU as it's relatively easy to get. But, it could be difficult to get admission in government colleges. But, enquire with individual colleges who have MA Hindi.

Yes, it is, but provided you study at a government recognized educational institution in UK, but have it verified with the college as well.
