It hardly matters how well you speak English. Universities in Bangalore take admission on the basis of marks and ranks. Even if your English is weak, you will improve with time. Also, there is not such quota for Delhi students. You will come under the category of a non-Karnataka resident.

I would suggest you to first go and visit both the institutes. IHM offers a hotel management degree, and for entering IHM, you will have to appear for JEE exam. On the other hand, IIHM gives a Diploma of hotel management, hotel management degree from Bharatiyar University, Coimbatore and also an exclusive degree of the University of West London.
