Migration is possible in the first year and that too within the university from one college to another. Migrating from one university to another university is not possible.
It would be advisable to contact the officials of both the universities for updated norms as migration procedure differs from one university to another.

Regarding LEET dates, every University / institute decides its own schedule for the exam. So, it is always advisable to either contact the university officials directly or check the official site of the university regularly in which you want to get admission for the entrance exam schedule.

There are no colleges in Delhi/NCR or even across India which are offering Part Time LLB. I may suggest you to reconsider your decision and pick full time law program.
Also if you wish to pursue the degree just for gaining knowledge, you can go ahead with distance degree.
But if you wish to practice as a lawyer, then the part time education might not allow you for the same as per the rules of Bar Council of India.

After Diploma in Civil Engineering, you may join lateral B.Tech course in which you can directly enter into the second year. Degree course will open more opportunities for you.
-> To be eligible, you need to score minimum aggregate of 60% marks in the diploma course. You need to sit for Lateral Entry Entrance Test or LEET which is conducted at state level. Some colleges and Universities too conduct their own lateral entry tests.
