There are many dental colleges in India that provide NRI quota seats. Government and private colleges among them include:
1. Maulana Azad Institute of Dental Sciences, New Delhi
2. Faculty of Dental Sciences, KGMU, Lucknow
3. Government Dental Colleges in cities like Mumbai, Ahmedabad, Jaipur, Hyderabad, Bangalore, Chennai, and Patiala.

Since you studied Arts in 11th, you will need to take Science subjects (especially Biology) in your 12th to meet the requirements for BDS.

NEET MDS cut-off for Pedodontics for the 2024 admissions in CDC, Ludhiana can vary based on category and round of admission. Current trends suggest open category cut-offs are observed to be ranging between scores 523-484 based on rounds of admission. Cut-offs for all the reserved categories are pretty low.
