Hello Lucky, You have done graduation in engineering from Kurukshetra University followed by MA from IGNOU. Right? Minimum qualification required to register for PhD is having a post graduate degree. This you now have. Hence technically you are eligible. IIT Delhi announces its programme for PhD twice in a year. I am attaching a link that will give you all the required information about doctoral programmes conducted and the procedure to join. You just need to follow procedure. That's all. M.Sc in Criminology and Criminal Justice Science course is not available with UNOM through correspondence mode. This is a regular course and the eligibility criteria is as under.
Eligibility: - Any Bachelor (Under-graduate) Degree holder of the University of Madras or any other University or a qualification accepted by the Syndicate of this University as equivalent thereto. The admission in asked course are based on merit in the qualifying exam.
Further, if interested the M.Sc Cyber Forensics and information Security is available through distance mode with UNOM and also you are eligible for this program.

There is no distance course for M.Sc nursing as it is a professional course. You can take admission in a university where attendance is not an issue, if you have such issues.
