Yes, you can get an integrated degree of B.Tech + MBA in IITs or NITs.
There are various IITs and NITs offering B.Tech and MBA 5-year integrated programs and such IITs are IIT Madras, Jodhpur, Kanpur and such NITs are Jalandhar and Jamshedpur.

You have got a descent rank but it would not be sufficient to fetch you a integrated Mtech seat under category 1 or 2 at Vellore campus of VIT. You can possibly get it in 3rd category but chances of it are slim as seats are limited and mentioned course is most common choice in integrated program.
The best possible options are:
- Integrated CSE at Vellore
- Integrated CSE with specialisation in Data Science at Vellore
- Integrated CSE at Chennai (category 2)
- Integrated CSE with specialisation in business system at Chennai (Category 2)

There is no such colllegs which will provide specific UPSC coaching with their degree.You may learn some specific subject or you must have to take coaching form outside.i am mentioneing some college who will teach you some basic subject which are the parts of UPSC but I will suggest you go with the speciliased coaching of upsc.
