EE is the basic course, but with constant electronic use, in day to day engineering, the EE coursework is modified to EEE.
It's just like C & C+, where C is the basic programming language and C+ is an evolved and improved version of it.
Now, I never came across an institute or university or college offering these two courses simultaneously, i.e. both EE and EEE, because it's just isn't possible to draw a line between them.
Maybe some institutes offer EE and some EEE, but the coursework will be much or less same only.
Look at GATE, the only paper is EE not EEE, but now look at the syllabus, it completes the whole Electrical engineering and

IIT, Kharagpur's electrical engineering should be your first priority when compared with IIT, Kanpur's mechanical engineering.
Computer science and electrical engineering are very high paying branches. Hence, they are always preferred by toppers.
On the other side, mechanical, known as the 'ever-green branch' is not as ever-green as it seems. The demand is not very high, neither low in the current scenario, but one thing for sure, this field is never destined to decline.

So, let me start off with the basic mantra. Before reading this blog you must make it clear, if GATE is a passion for you. Maybe GATE is not. But, definitely an IIT could change your life. So, it is the first and the most important thing to be focused. Make your goal clear.
If you are damn sure that you want to study in an IIT, don't waste an opportunity to write GATE in your third year. It is a perfect platform to know what exactly you have to prepare. As you mentioned, you got 65 marks in JEE Mains 2017. And, you have SC reservation. There are fair chances of you to get admission into VNIT Nagpur.
Can't predict, what branch you will get. But, I am sure you will definitely get admission there.
