Chemical Engineering branch will have the best scope in 4-5 years from now. If you did chemical engineering, you will never be known as chemical engineer. You will always be known as process engineers, safety engineers, bio product engineers, design engineers, environmental engineers and whichever field you want to choose.
Reading through the online literature, I came across a variety of future professions and roles, some more fanciful than others, that I think will be well suited to the skills of tomorrows chemical engineers and some that are already being done by today chemical engineers.

Opportunities are a lot for ECE Engineers.
It depends upon the job profile and job types. You can go in IT sector through developing programming languages. You can go to embedded companies or the companies, who prefer IOT developers. You can choose to go in VLSI fields. You have the option to go in PSUs after cracking GATE with good score. You can opt to go in IES by scoring good marks in ESE exams. Plenty of opportunities are there, if you choose to go in merchant navy, then also you can choose to go for ETO in merchant Navy.
You can go in defense sectors. You can apply to various PSUs who took their own exams. Like ISRO, BARC, NIELIT,
...more

This would depend on your interest areas and career aspirations. In case you intend to pursue a career in Technical / Research / Academics area, then M.Tech/ MS is better. However, if you want to move into general management, then MBA is better. The chances of success are higher in pursuing a career in an area of one's interest.

Actually, the best courses for ECE background is MS Electrical Engineering, MS Electrical and Computer Engineering only. You may opt for Master of Engineering (Telecommunication and Network Engineering). My interest is more on the management side, so I am consulting The Chopras for a professional opinion. You can refer them for the choice of courses and country.

Yes, you can join. Many colleges gives chance to student from other streams with different graduation degree to do their Masters in design. The colleges will teach you from the basics. So, it won't be a problem for non designers.
