Domicile certificate is basically a legal document issued by the court or any other government body of the state which proves that you are a legal resident of that state. Many state government engineering entrance examinations require domicile certificate because the state government do not allow outsiders to take admission in the government engineering colleges in the state. Hello,
Indian Engineering Services Exam is conducted by UPSC and follows the same pattern that UPSC follows for civil services exam. Of course, as the name suggests one should be a graduate in engineering in certain branches or M.Sc in some cases. There will be huge scope for petroleum engineering in India and abroad.
I would like to suggest some of the reasons to support the aforementioned statement:

I am not sure where you are studying and what is the context of this question, it certainly sounds bizarre that your professor is asking you to cheat. Having said that, I am also aware that certain institutes allow open book/notes exams where students are allowed to refer to book and/or notes during the examination. I guess the objective being, with availability of all resources at your disposal, how well would you perform. Needless to say, in order to make effective use to books/notes, you should know what and where to refer and that in turn means you would have at least been through the books and notes once, if not more.
