It's quite difficult to find a government college with this rank in JEE paper 2.

Both are nearly same, but Piloo Modi is only for architecture and it is better there. If you do B.Arch as it is better, although its private, it is the best after NIT Rourkela and IIT Bhubaneswar in terms of architecture.
