BioMedical Engineering is a part of Electronics and Instrumentation!
80% of the syllabus is made up of Electronics and Math! Rest is Biology!
PCB students are eligible for BioMedical Engineering! Only at some private Universities like SRM University, Ramachandra University, etc.

If you want to get admission to in the M.Tech course offered by various deemed or private universities, you will have to appear for the entrance exam conducted by the respective university or you can also apply through a GATE score.

No, a B.Tech through distance education is declared invalid by the Supreme Court and AICTE in India. So you cannot do B.Tech through distance education which approved in job.
