Have you tried parul university Gujarat? It is one of few colleges which is taking into account the new education policy which allows student from any background to do B.Tech. If you decide on anything please let me know because I am also thinking of something similar
I am also a pcb student.

You should consider IIIT Nagpur as
1) you will get a brand of IIIT and IIITs grow faster relative to IP university
2) Moreover you will get on-campus internships and PPO in this college.

It depends in which university you are pursuing the course. In most universities 40% is passing marks while in very few of them 50% is passing
