No, if you belong to the OBC HS quota, you cannot get admission to this college with a GUJCET rank of 40000. To be eligible for admission, OBC HS students needed to have a rank of at least 35651 to be considered for enrollment in any BTech course.

With your OBC-NCL category rank of 2,69,901 and domicile of Madhya Pradesh, admission to CSE or its specializations at MITS Gwalior or SATI Vidisha is not possible. The closing ranks for CSE at these colleges are much lower (within ~1–1.5 Lacs for OBC-NCL home-state candidates). At your rank, only lower-demand branches (Civil, Mechanical, Electrical) may be available.
