No there is no problem, because in the college they teach with the basic subjects and then move towards programming languages. But my advice is to learn at least C & C+ programming language at your own pace. So that you should already have an extra benefit of it.

According to my opinion nandini Chandigarh group of colleges are better than YMCA. One of the main reason is the teaching quality and the placement facility of Chandigarh group of colleges are really far better than YMCA College.

First of all Sonika it is up to your own interest whether to go for CSE or ECE, but as you have done Diploma in ECE, so you know very well how your own interest is in ECE, if you have the interest in electronics or electrical components then definitely go for ECE. But on the other hand if you have interest in computer background and are interested in coding or programming and want to make career in that thing then definitely go for CSE.

Satender, to get admission in YMCA on the basis of JEE Mains percentile is not sufficient, in addition to that you should also have equally good marks in your 12th standard, because of the tough competition right now in the market. So I hope you will get good marks in your 12th so that you can get admission in this college.
