A decent salary can be bagged in ECE both in RVCE and MSRIT as this branch has a good scope and placement track. But RVCE is more preferable as compared to MSRIT as there are several reasons -:
1. The number of companies visiting RVCE is more than MSRIT.
2. RVCE is older than MSRIT and the wine theory works here too.
3. Suppose during your engineering course you develop a desire to go for R&D then RV has the proper platform which can give wings to your passion.

I've provided enough details regarding cutoff to save you plenty of time looking around. Assuming you already know enough about the two exams, I'll just mention important bits to know the difference between the two exams better.
Number of applicants in COMEDK'18: 72,152 (against 20,000 seats, out of which 18733 are reserved for engineering)
Number of applicants in KCET'18: 1,98,639 (against 19942 seats, out of which 16942 are reserved for engineering)
Both exams are different in the following ways:
More competition in KCET, compared to COMEDK.

No you can not apply for APPSC Group-II. A candidate should possess the academic qualifications and experience including practical experience prescribed, if any, for the post on the date of the notification for direct recruitment issued by the concerned recruiting agency. So on the date of publication of official APPSC notification your B.Tech must be completed.
